APES APOYA A PERIÓDICO QUE VIENE SIENDO
PRESIONADO POR DENUNCIAR HOMICIDIO
 
En resguardo a los derechos y garantías constitucionales, los periodistas de la Asociación Periodistas de Salta (APES) consideraron oportuno poner en conocimiento del procurador los problemas que afronta el periódico La Nueva Reseña como consecuencia de una investigación sobre el asesinato del remisero (conductor de taxi) Ezio Daldós, de 76 años, hecho ocurrido en Rosario de la Frontera el 22 de noviembre del año 2006. 
APES acudió ante el procurador general de la Provincia poniendo en su conocimiento las presiones, incluido allanamientos, ejercidas por la Policía de Salta sobre el semanario La Nueva Reseña de Rosario de la Frontera y sobre su director, el periodista Natalio Albarracín.
La APES dice que su presentación está dictada por su "severa preocupación de resguardar sin retaceo alguno, la máxima vigencia en nuestra Provincia, del excelso Derecho Constitucional a la Libertad de Expresión". 
Los periodistas de esa Asociación entienden que dicho resguardo de libertad de expresión "debe ser tenido como un bien social, cuyo beneficiario es la sociedad en su conjunto y no necesariamente el o los periodistas particularmente afectado/s".

ALCALDE DE RIOJA AMENAZA
DENUNCIAR A DIARIO LOCAL

En una conferencia de prensa desarrollada en el auditorio municipal de Rioja el pasado miércoles 6 de junio, el alcalde de la provincia de Rioja, por Nueva Amazonía, Lorenzo Pariacuri Tantarico, amenazó con denunciar penalmente al corresponsal del diario Voces.
La presidenta de la Filial Tarapoto de la Asociación Nacional de Periodistas del Perú (ANP), Silvia Quevedo, informó que en dicha conferencia de prensa le preguntaron al alcalde sobre lo publicado por el diario Voces en el que el presidente de la comisión de regantes "El Progreso Rioja", Alex Salazar Chuquipiondo, denuncia presuntos malos manejos económicos y administrativos en el ejercicio 2006.
Pariacuri respondió que "consultará legalmente el caso para denunciar penalmente al corresponsal de Voces y, si es posible, conversará con el director del diario para ver el asunto".
 

PERIODISTA AREQUIPEÑO
DENUNCIA AMENAZAS
 
El periodista Alberto Nuñez Borja, de radio Líder y de HTV Canal 4, en la ciudad de Arequipa, denunció que recibe amenazas del jefe de la Dirección Territorial Policial de la Región Sur, general Bernabé Garavito Berrocal.
En comunicación con la Asociación Nacional de Periodistas del Perú (ANP) Alberto Núñez informó que a las 13:00 horas del miércoles 13 de junio, cuando cubría información en la plaza principal de Arequipa, fue rodeado por ocho policías motorizados, al mando del teniente Rodríguez.
"Me pidieron mis documentos asegurando que recibían órdenes del general Bernabé Garavito Berrocal" , explicó Núñez, quien indicó que tiene grabadas las declaraciones realizadas por el teniente a cargo de la policía motorizada.  
El periodista informó que los hechos se producen tras las denuncias que presenta contra el referido general en los espacios periodísticos en los que labora.
"He denunciado actos irregulares por parte de los responsables de la Escuela de Sub Oficiales de Arequipa con respecto a la contaminación del río Chile", afirmó Núñez Borja.
Dijo haber interpuesto un habeas corpus contra el general Bernabé Garavito Berrocal, en el Noveno Juzgado Penal de Arequipa.

JUEZ DESESTIMA ACUSACIÓN
AL FBI POR AGRESIÓN A PERIODISTAS
 
Un juez federal de Puerto Rico desestimó ayer miércoles la primera demanda contra agentes del Buró Federal de Investigaciones (FBI) sometida por periodistas boricuas por uso excesivo de fuerza y por haber violado su derecho a la libre expresión. 
"Estamos muy decepcionados con la decisión del tribunal de desestimar el caso antes de que pudiera ser presentado ante un jurado. Los demandantes tienen la intención de apelar", dijo en un comunicado el abogado de la Unión Americana de Libertades Civiles (ACLU), Mark J. López. 
Un grupo de periodistas y fotoperiodistas fue agredido por agentes del FBI mientras cubrían el allanamiento a la residencia de una activista independentista en febrero del 2006. 
Las cámaras de televisión captaron el momento en el que los reporteros fueron rociados con gas pimienta, golpeados y pateados por varios agentes. 
El FBI no estuvo disponible para reaccionar de inmediato. El portavoz Harry Rodríguez dijo que enviarán un comunicado posteriormente. 
El grupo de abogados que representan a los periodistas acudirá ante el Tribunal de Apelaciones del Primer Circuito de Boston, donde esperan ser favorecidos porque entienden que los fundamentos que utilizó el juez son "errados en derecho".

(RSF/IFEX) - Reporters Without Borders has learned that Chalva Ramishvili,
one of the co-founders of the independent TV station 202, has not received
a presidential pardon, unlike his partner, 202 managing editor David
Kokhreidze. The two journalists were convicted on flimsy evidence in March
2006 of extorting money from a parliamentarian. Ramishvili was sentenced to
four years in prison. Kokhreidze got three years.

Ramishvili insisted again on his innocence in an open letter published on
the front page of the daily "Resonances" on 7 June 2007, although he
acknowledged that inappropriate methods may have been used in an attempt to
demonstrate that the parliamentarian concerned was corrupt.

Ramishvili and Kokhreidze were arrested in August 2005 for allegedly trying
to extort US$100,000 from ruling party deputy Koba Bekauri during an
interview he gave them. They were preparing an investigative programme on
corruption and were interested in Bekauri's acquisition of a
customs-clearance company in unclear circumstances.

Bekauri himself secretly filmed the interview including the part when the
two journalists - they say for the purposes of their programme on
corruption - demanded US$100,000 from Bekauri in return for not revealing
what they had discovered about his dealings. Bekauri then filed a complaint
against them, using his film as evidence.

Although the evidence was very thin, Ramishvili and Kokhreidze were
convicted on 29 March 2006.

Bekauri has since been stripped of his parliamentary immunity for
activities incompatible with the office of legislator and he has resigned
as head of the National Movement Party parliamentary group.

Georgia's independent TV station, 202, is no longer on the air.

Le journaliste emprisonné Chalva Ramichvili ne bénéficiera pas de la grâce
présidentielle

(RSF/IFEX) - Reporters sans frontières a appris que le journaliste Chalva
Ramichvili, cofondateur de la chaîne de télévision indépendante 202 et
condamné le 29 mars 2006 à quatre ans de prison, ne bénéficiera pas de la
grâce présidentielle, au contraire de son coaccusé, David Kokhreidze,
condamné à trois ans de privation de liberté pour "extorsion de fonds".

Le 7 juin 2007, dans une lettre ouverte publiée en première page du
quotidien "Résonances", Chalva Ramichvili revient sur les motivations de sa
décision. S'il reconnaît que les moyens qu'il avait utilisés pour
rechercher la vérité pouvaient ne pas être adaptés, le journaliste n'en
continue pas moins de clamer son innocence.

En août 2005, Chalva Ramichvili et David Kokhreidze avaient été arrêtés et
placés en détention préventive pour avoir tenté d'extorquer 100 000 $US à
un député de la majorité gouvernementale, Koba Bekauri, lors d'une
interview que celui-ci leur avait accordée. Les deux journalistes
préparaient une émission spéciale consacrée à la corruption des
fonctionnaires et des hommes politiques. Ils s'intéressaient
particulièrement à l'acquisition par le député, dans des circonstances
troubles, d'une société de dédouanement. Koba Bekauri avait accepté le
principe d'une interview, mais avait fait filmer en caméra cachée
l'entretien, lors duquel les journalistes lui avaient - pour les besoins de
l'émission - demandé 100 000 $US pour ne pas révéler ce qu'ils savaient.
Par la suite, le député avait porté plainte et utilisé cet enregistrement
contre les deux journalistes.

Malgré le peu d'éléments étayant l'accusation, ces derniers ont été
condamnés le 29 mars 2006 à quatre et trois ans de prison. Koba Bekauri,
quant à lui, a été privé de son immunité parlementaire en raison de ses
activités économiques jugées incompatibles avec son mandat de député. Il a
également démissionné de la présidence du groupe parlementaire du parti du
Mouvement national.

La chaîne 202, télévision indépendante, a cessé d'émettre.

Journalist Maunasamy Parmeshwari's passport and National ID taken away

The Free Media Movement (FMM) is deeply disturbed to note that journalist
Maunusamy Parameshwari's national identification document and passport were
taken away this morning and have not been returned to her.

Parameshwari was on her way to her offices at the "Mawbima" newspaper,
close to Boralla, Colombo 08. As she was walking through an underground
pedestrian crossing, two persons carrying small arms with ID ostensibly
showing they were from State security agencies approached her and demanded
that she produce her national identification document and passport. She
handed them over and was then asked to go to the Rajagiriya Police Station,
located nearby, to collect them at 3.00 p.m. (local time). Despite waiting
until 3.30 p.m. no one produced her ID or passport. She has lodged a
complaint with the Borella Police regarding this incident.

Parameshwari told the FMM that the person who took her documents was the
same person who bundled her into a van and warned her against speaking to
the media and politicians in April this year.

We recall with distaste that she was arrested by Terrorist Investigation
Division of Sri Lankan Police on 23 November 2006 and released on 22 Feb
2007 without any charge against her. Regrettably, the government, including
several senior ministers, worked hard to propagate dangerous lies regarding
her arrest and detention.

It is deplorable that a government which detained her for three months
without a single charge against her is still trying to vilify and
intimidate her. In the opinion of the FMM, her ethnicity and the nature of
her work at "Mawbima", shut down for political reasons by this government
earlier this year, are, we feel, the essential reasons for her continued
suffering at the hands of this government.

Occurring at a time when the President is meeting human rights
representatives of the UN in Geneva, we feel this episode is a telling
indicator of the real situation of human rights in Sri Lanka. We
unequivocally condemn this most recent intimidation of free media and in no
uncertain terms hold the government responsible for whatever happens to
Maunasamy Parameshwaree. We urge the relevant authorities to stop this
incredible erosion of media rights in a culture of impunity and fear and
request that they restore Parameshwaree's ID and passport without any
further delay.

(RSF/IFEX) - Reporters Without Borders has voiced concern at the news thatanother Iraqi journalist, Filaih Wadi Mijthab, was kidnapped on 13 June2007 in Baghdad. He is the 15th journalist currently held hostage in Iraqwithout any claim of responsibility or ransom demand being sent torelatives or colleagues.

"We would like to express our support for the family of Mijthab, the 79thjournalist to be kidnapped since the start of the war," the press freedomorganisation said. "Attacks on the press are, with few exceptions, leftunpunished and are now taking place almost every day. If it were not forthe courage of the journalists who continue to work, nothing would be saidabout Iraq, and this deadliest of wars would go unreported."

Until 2003, Mijthab was a reporter for the daily "Al-Tharwa" and belonged to Saddam Hussein's Baath Party. After the US-led invasion and hisnewspaper's closure, he became the editor of the government daily"Al-Sabah", which is part of the US-funded Iraqi Media Network. In thespace of a few years, he emerged as an important and influential figure inIraqi journalism.

Several vehicles forced his car to stop when he was being driven with his son on 13 June in Al-Hadidiah, a district that is part of the Sadr City suburb of Baghdad. Gunmen took him away, but left his son and driver.

Journalists and media assistants, especially Iraqis, are often the targetsof kidnapping, which has become commonplace in Iraq. A total of 79 mediaworkers have been abducted since the start of the war in March 2003. Ofthese, 41 were eventually released, 23 were murdered and 15 are still beingheld.

An appeal for the release of the 16 journalists held hostage worldwide willbe launched by Reporters Without Borders on the Champ de Mars in Paris on20 June with the support of 100 news media outlets from all over the world.

Un journaliste du quotidien "Al-Sabah" enlevé en plein jour

(RSF/IFEX) - Reporters sans frontières a manifesté son inquiétude àl'annonce d'un nouvel enlèvement de journaliste en Irak. Filaih WadiMijthab est le quinzième journaliste actuellement retenu en otage dans cepays, sans que des revendications ou des nouvelles de vie ne soientparvenues à leurs collègues ou à leurs familles.

"Nous souhaitons d'abord manifester notre soutien à la famille de FilaihWadi Mijthab. C'est le soixante-dix-neuvième journaliste enlevé depuis ledébut de la guerre. Les attaques contre la presse sont impunies, à de raresexceptions près. Elles sont désormais presque quotidiennes. Sans le couragede ces professionnels qui continuent à travailler, nous pourrions bien unjour ne plus entendre un seul mot sur l'Irak, où se déroulerait en silenceune guerre des plus meurtrières."

Avant 2003, Filaih Wadi Mijthab était chroniqueur au quotidien "Al-Thawra",et membre du parti Baas de Saddam Hussein. Depuis l'invasion de l'Irak parles forces américaines et après la fermeture de son journal, il est devenule directeur du quotidien officiel "Al-Sabah", membre du Iraqi MediaNetwork, financé par les Etats-Unis. Il est devenu en quelques années unefigure importante et influente du journalisme irakien.

Le 13 juin 2007, il circulait en voiture dans le quartier de Al-Habibiya, àSadr City (l'un des neuf quartiers de la banlieue de Bagdad), lorsqueplusieurs voitures l'ont forcé à s'arrêter. Les assaillants l'ont emmené deforce, tandis que son chauffeur et son fils, également présent, sont restéslibres.

Le kidnapping est devenu en Irak une pratique courante. Les journalistes etcollaborateurs de presse, et en particulier les Irakiens, sontparticulièrement visés par cette forme de violence. Depuis mars 2003, ilssont 79 à avoir été enlevés. Parmi eux, 41 ont été finalement libérés, 23ont été exécutés, et 15 sont toujours détenus.

Le 20 juin 2007, Reporters sans frontières lancera un appel à la libérationdes 16 journalistes kidnappés dans le monde. Une centaine de médias dumonde entier seront ainsi réunis, sur le Champ-de-Mars, à Paris.

Assassinat d'un journaliste à Bukavu : JED demande la constitution d'une
commission mixte d'enquête pour faire toute la lumière.

(Kinshasa, 14 juin 2007) - Journaliste en danger (JED) est consternée par
l'assassinat, mercredi 13 juin 2007 vers 20H00 GMT, de Serge Maheshe
Kasole, journaliste à la Radio Okapi, Station de Bukavu, capitale de la
province du Sud-Kivu, à l'est de la RD Congo.

Cet assassinat, le quatrième qui frappe des professionnels des médias en RD
Congo en moins de deux années, mérite, pour une fois, que toute la lumière
soit faite et que les coupables puissent être déférés devant la Justice.
Pour cela, JED demande au gouvernement congolais la constitution, toutes
affaires cessantes, d'une commission d'enquête mixte indépendante à
laquelle elle est prête à prendre part.

Selon des témoignages récoltés par JED, Maheshe a été tué par balles tirées
à bout portant dans la poitrine et les jambes par deux personnes en civil
mais armées au moment où, accompagné de deux amis, le journaliste
s'apprêtait à prendre place dans le mini bus frappé du logo des Nations
Unies qu'il conduisait comme d'habitude.

Les tueurs ont ordonné au journaliste et ses deux amis de s'asseoir à même
le sol. Sans hésiter, Maheshe et ses amis se sont exécutés. L'un des amis
du journaliste a demandé, en langue swahili, aux tueurs s'ils voulaient de
l'argent. Pour toute réponse, l'un des tueurs a tiré deux coups de feu dans
les deux jambes du journaliste. Ses deux amis ont pu ainsi fuir. Pendant
leur fuite, ils ont entendu trois autres coups de feu qui ont atteint
Maheshe en pleine poitrine, selon d'autres témoignages obtenus par JED à
Bukavu. Sans rien emporter, les tueurs se sont éclipsés dans la nature
profitant de l'obscurité.

Lorsque les autres personnes qui étaient dans la parcelle sont sorties
après avoir entendu les coups de feu, elles ont constaté que le journaliste
était mortellement blessé et l'ont immédiatement conduit à l'Hôpital de
Référence de Bukavu où les médecins n'ont fait que constater le décès.

De part le modus operandi de ce crime, JED est fondée de penser que les
tueurs non seulement connaissaient la victime mais aussi qu'ils étaient
venus pour le tuer sans autre forme de procès. Par ailleurs, plusieurs
témoignages recueillis localement font état des menaces qu'aurait reçues le
journaliste. En effet, dans deux courriers électroniques adressés à JED,
les 7 et 9 mai 2007, Maheshe faisait part des "injures" et "menaces de
mort" dont il a été l'objet, dimanche 6 mai 2007, lors d'une altercation

Dans le même courrier, le journaliste disait à JED avoir saisi plusieurs
autorités civiles et militaires, au niveau provincial et national, qui
avaient promis de "suivre" la situation.

En dépit des assurances reçues et des excuses présentées par les
responsables directs de ces militaires, le journaliste avait estimé, dans
les mêmes correspondances, "ne pas se faire d'illusions" et "rester
attentif" avant d'ajouter qu'il "continue à avoir une crainte pour le
comportement de ces militaires envers (lui) et (sa) famille qui habite ce
secteur".

JED rappelle que de novembre 2005 à ce jour, quatre professionnels des
médias ont été tués en RD Congo. Il s'agit de Franck Ngyke Kangundu et son
épouse Hélène Mpaka, tués le 3 novembre 2005 à Kinshasa, Mutombo Kayilu,
technicien de maintenance tué, le 29 mars 2006, sur le site des émetteurs à
Kisanga (faubourg de Lubumbashi, dans la province du Katanga) et Louis
Mwamba Bapuwa, journaliste indépendant tué le 8 juillet 2006 à son domicile
de Kinshasa/Matete.

Assassination of a journalist in Bukavu: JED demands the constitution of a
Joint Committee of investigation to shed the light on the case

(Kinshasa, 14 June 2007) - JED is shocked by the assassination on 13 June
2007 of Serge Maheshe Kasole, a journalist with the Okapi radio station in
Bukavu, eastern DR Congo.

According to witnesses, two men shot Maheshe point-blank in the chest and
legs, when, with two friends, he was getting into the minivan he usually
drives, which bears the United Nations logo.

The killers ordered the journalist and his friends to sit on the ground.
One of the two friends asked the killers if they wanted money, and the
killer shot Maheshe in both legs. His two friends then fled, and during
their escape, heard three other gunshots. Other witnesses said Maheshe was
shot in the chest area. The killers then fled.

Other people came to the scene after hearing the gunshots and noticed the
journalist was fatally wounded. They immediately took him to a Bukavu
hospital, where the doctors confirmed his death.

Based on the modus operandi of this crime, JED is led to believe that the
killers not only knew the victim but they were on a mission to kill him.
Moreover, several local testimonies refer to e-mails addressed to JED, on 7
and 9 May 2007, Maheshe described the "insults" and "death threats"
directed at him on 6 May 2007, during an argument he had with soldiers near
his home. In the same e-mail, the journalist informed JED that he had
appealed to several civil and military authorities, at the provincial and
national level, and they had promised "to follow up" on the situation.

Despite the assurances and apologies presented to him by the soldiers'
superiors the journalist had stated, in the same e-mail, that he "had no
illusions, remained cautious, and continued to fear the behaviour of these
soldiers towards (him) and (his) family, who live in the area".

Nueva York, 13 de junio del 2007 - El Comité para la Protección de los
Periodistas (CPJ, por sus siglas en inglés) condena el ataque a balazos
contra un periodista mexicano que había recibido amenazas de muerte
vinculadas a su investigación del asesinato el año pasado de un periodista
estadounidense durante violentas manifestaciones callejeras en la ciudad
sureña de Oaxaca.

El martes en la noche un individuo no identificado le disparó dos veces a
Misael Sánchez Sarmiento, periodista del diario Tiempo de Oaxaca, frente a
su casa en las afueras de la ciudad, 323 millas (520 kilómetros) al sureste
de Ciudad de México, el director del periódico, Wenceslao Añorve, indicó al
CPJ. Sánchez, quien resultó herido en la mandíbula y la pierna izquierda,
se encontraba en condición estable hoy tras una cirugía.

Sánchez cubre la fuente política y está cargo de la unidad de investigación
del diario. Había recibido amenazas de muerte en noviembre del 2006 después
de informar sobre el asesinato el mes anterior del periodista
estadounidense Bradley Will (

Will fue asesinado mientras cubría un enfrentamiento entre activistas y
agentes del gobierno en la capital provincial.

Añorve señaló que no sabía cuál había sido el motivo del ataque, pero cree
que está vinculado al trabajo periodístico de Sánchez. La policía local y
la procuraduría de justicia de Oaxaca están investigando el incidente,
añadió.

"Condenamos el ataque contra de Misael Sánchez Sarmiento", declaró Joel
Simon, Director Ejecutivo del CPJ. "Instamos a las autoridades de Oaxaca a
investigar profundamente esta agresión y a enjuiciar a todos los
responsables".

Tiempo es un periódico pro-gubernamental que ha criticado al grupo
antigubernamental de izquierda Asamblea Popular del Pueblo de Oaxaca (APPO)
que se enfrentó el año pasado con las autoridades locales durante un
conflicto que mantuvo a la ciudad paralizada durante meses.

El conflicto comenzó el pasado junio cuando las autoridades locales usaron
gas lacrimógeno para reprimir una manifestación de docentes en huelga. Esta
acción motivó a que activistas de izquierda salieran a las calles para
exigir la destitución del gobernador de Oaxaca, Ulises Ruiz Ortiz. Ambos
partes del conflicto atacaron a los medios de comunicación mientras cubrían
los disturbios. El conflicto alcanzó su punto máximo con el asesinato de
Will en octubre.

New York, June 13, 2007 - The Committee to Protect Journalists condemns the
shooting of a Mexican journalist who had received death threats in
connection with his investigation of the slaying of a U.S. journalist
during violent street protests last fall in the southern city of Oaxaca.

Misael Sánchez Sarmiento, a reporter for the Oaxaca-based daily Tiempo, was
shot twice Tuesday evening by an unidentified assailant outside his home on
the outskirts of Oaxaca, 323 miles (520 kilometers) southeast of Mexico
City, the paper's director, Wenceslao Añorve, told CPJ. Sánchez was wounded
in his jaw and left leg and was in stable condition today after surgery.

Sánchez covered local political news and was in charge of the daily paper's
investigative unit. He had received death threats in November 2006 after
reporting on the killing the previous month of U.S. journalist Bradley
Will, an independent documentary filmmaker and reporter for the Web site

.Will was shot while documenting clashes between activists and government
agents in the provincial capital.

Añorve said he did not know the motive behind the attack, but believes it
is related to Sánchez's journalism. The local police and state attorney's
office are investigating, he said.

"We condemn the shooting attack on Misael Sánchez Sarmiento," said Joel
Simon, CPJ's executive director. "We call on Oaxaca authorities to
thoroughly investigate the attack, find all those responsible and bring
them to justice."

Tiempo is a pro-government paper that has criticized the local
antigovernment group Popular Assembly of the People of Oaxaca (APPO), which
clashed last year with Oaxaca authorities during a months-long conflict
that paralyzed the city.

The conflict began last June when authorities used tear gas to break up a
demonstration by striking teachers. That prompted leftist activists to take
to the streets in a bid to oust Oaxacan Gov. Ulises Ruiz Ortiz. Media
outlets were targeted by both sides in the ensuing unrest, and several
journalists were beaten and harassed while covering the violence. The
conflict peaked with Will's murder in October.

Since 2000, six journalists have been killed in direct reprisal for their
work in Mexico

HIEREN DE BALA A PERIODISTA EN OAXACA
El reportero mexicano Misael Sánchez fue herido hoy de bala por un desconocido que le disparó en varias ocasiones en la ciudad de Oaxaca, informó el jefe de redacción del rotativo Tiempo de Oaxaca, Luis Ramírez.
Un desconocido "disparó en seis ocasiones" contra el periodista del diario Tiempo de Oaxaca y las balas le impactaron en la cara, pierna y cuello, dijo Ramírez.
Sánchez fue trasladado en una ambulancia de la Cruz Roja a la clínica de especialidades, en San Bartolo Coyotepec a unos ocho kilómetros al sur de la ciudad de Oaxaca.
El jefe de redacción detalló que Misael Sánchez salió del periódico y fue atacado cuando llegaba a su casa.
Ramírez dijo desconocer los motivos de la agresión, pues no hay reportes anteriores a este atentado.
El periódico Tiempo de Oaxaca se ha caracterizado por ser crítico con la Asamblea Popular de los Pueblos de Oaxaca (APPO), cuyos integrantes tomaron el año pasado gran parte de la capital oaxaqueña para demandar la renuncia del gobernador de Oaxaca, Ulises Ruiz.
DICTAN FORMAL PRISIÓN A ASESINO DE PERIODISTA
El Juez Cuarto de lo Penal en Acapulco, José Jacobo Gorostieta Pérez, decretó auto de formal prisión, por el delito de homicidio calificado, en contra de Genaro Vázquez Durán, presunto asesino del periodista Amado Ramírez Dillanes, asesinado el pasado seis de abril.
La secretaria de acuerdos del Juzgado, Eleazar Franco Acosta, notificó la formal prisión dictada por el juez de lo penal al presunto homicida, quien permaneció arraigado por casi dos meses, y a quien la semana pasada el Juez Cuarto consignó por su presunta responsabilidad en el homicidio del corresponsal de Televisa.
Entrevistado luego de que se le dictara la formal prisión, Vázquez Durán se dijo inocente y aseguró que el auto de formal prisión dictado minutos antes es únicamente "un simple trámite".
Insistió en su inocencia en el crimen de Ramírez Dillanes y dijo que esperará a que se aclare el caso. "No le tengo miedo a nada. Eso es solamente un trámite para mí. Yo estoy limpio de cualquier cosa. Soy inocente", dijo.
El sábado pasado el representante legal de la familia Ramírez Dillanes, Alberto López Rosas aseguró que el móvil del delito era débil, ya que no se había podido probar nada en contra de Vázquez Durán por lo cual señaló que sería liberado próximamente.
Sin embargo, con la formal prisión que le dictó el Juez de lo penal a Vázquez Durán, pasarán varios meses para que la defensa del inculpado pueda promover un amparo o recabar más pruebas a favor del detenido, antes de que el Juez dicte sentencia.
PUERTO RICO
SECRETARIO DE JUSTICIA FIRMA RESOLUCIÓN QUE DA GARANTÍAS A PERIODISTAS
El secretario de Justicia de Puerto Rico, Roberto Sánchez Ramos, firmó hoy una orden administrativa que establece mayores protecciones para los periodistas locales, el producto de su trabajo y sus fuentes de información.
Según informó Justicia en un comunicado, la orden establece que no procederá la citación de periodistas o la emisión de requerimientos de información, documentos u objetos a la prensa, a menos que circunstancias excepcionales lo hagan necesario.
El secretario destacó "la labor tan importante" que realiza la prensa, pues "es esencial para el buen funcionamiento de nuestro sistema democrático de gobierno".
Sánchez Ramos firmó la orden "para brindarles, tanto a los periodistas y medios, unas protecciones que redundarán en mayor seguridad a la hora de realizar su trabajo".
Señaló que aunque existía una orden administrativa que regulaba la citación a periodistas, la misma no ofrecía protección alguna en cuanto a los requerimientos a la prensa de documentos u objetos.

VENEZUELA
ALREDEDOR DE 700 PERIODISTAS PRESENTARON RECLAMO ANTE FISCALÍA GENERAL
Un grupo de más de 700 periodistas suscribió un documento en el que se pronuncian por la situación de la libertad de expresión en Venezuela y lo llevaron a la Fiscalía General para que velen por el cumplimiento de medidas cautelares, se investiguen y den respuesta a los casos denunciados de agresiones a periodistas y medios.
La periodista Valentina Lares, vocera de los periodistas explicó que desde hace dos semanas un grupo de comunicadores convocó a otro grupo de colegas para publicar un comunicado en respaldo a la libertad de expresión, el derecho a la información y el rescate de los espacios de críticas "que están seriamente amenazados actualmente, luego del cierre de Radio Caracas Televisión".
Señaló que lo que surgió como un documento de 15 ó 16 periodistas, fue refrendado por 724 profesionales que firmaron y están de acuerdo en "alzar la voz y decir que aquí está pasando algo grave con la libertad de expresión y tenemos que decirlo a las autoridades venezolanas y a los organismos internacionales. Estamos preocupados ante lo que consideramos el cierre a los espacios de critica necesarios en toda democracia".

El periodista Alberto Nuñez Borja, de radio Líder y de HTV Canal 4, en la ciudad de Arequipa, denunció que recibe amenazas del jefe de la Dirección Territorial Policial de la Región Sur, general Bernabé Garavito Berrocal.

En comunicación con la Asociación Nacional de Periodistas del Perú (ANP) Alberto Núñez informó que a las 13 horas del miércoles 13 de junio, cuando cubría información en la plaza principal de Arequipa, fue rodeado por ocho policías motorizados, al mando del teniente Rodríguez.
 
"Me pidieron mis documentos asegurando que recibían ordenes del general Bernabé Garavito Berrocal" , explicó Núñez, quien indicó que tiene grabadas las declaraciones realizadas por el teniente a cargo de la policía motorizada. 

El periodista informó que los hechos se producen tras las denuncias que presenta contra el referido general en los espacios periodísticos en los que labora.
 
"He denunciado actos irregulares por parte de los responsables de la Escuela de Sub Oficiales de Arequipa con respecto a la contaminación del río Chile", afirmó Núñez Borja.
 
Dijo haber interpuesto un habeas corpus contra el general Bernabé Garavito Berrocal, en el Noveno Juzgado Penal de Arequipa.
 
ACCIÓN RECOMENDADA
Se solicita remitir apelaciones al titular del Ministerio del Interior, para que de oficio dispongan a quien corresponda la investigación inmediata del hecho, la individualización de responsabilidades y la sanción que prevea la ley a quienes resulten responsables.

En una conferencia de prensa desarrollada en el auditorio municipal de Rioja el pasado miércoles 6 de junio, el alcalde de la provincia de Rioja, por Nueva Amazonía, Lorenzo Pariacuri Tantarico, amenazó con denunciar penalmente al corresponsal del diario Voces.
 
La presidenta de la Filial Tarapoto de la Asociación Nacional de Periodistas del Perú (ANP), Silvia Quevedo, informó que en dicha conferencia de prensa le preguntaron al alcalde sobre lo publicado por el diario Voces en el que el presidente de la comisión de regantes "El Progreso Rioja", Alex Salazar Chuquipiondo, denuncia presuntos malos manejos económicos y administrativos en el ejercicio 2006.
 
Pariacuri respondió que "consultará legalmente el caso para denunciar penalmente al corresponsal de Voces, y si es posible conversará con el director del diario para ver el asunto".

Se solicita remitir comunicaciones al alcalde de la Municipalidad de Rioja, expresándole nuestro rechazo a este tipo de intimidaciones verbales y solicitando su cese.

Gaza: Armed Palestinian Groups Commit Grave Crimes

Fighters Execute Captives, Attack Hospital, Put Journalists at Serious Risk

(New York, 13 June 2007) - During recent fighting in the Gaza Strip, armed
Palestinian groups have committed serious violations of international
humanitarian law, in some cases amounting to war crimes, Human Rights Watch
said today.

In internal Palestinian fighting over the last three days, both Fatah and
Hamas military forces have summarily executed captives, killed people not
involved in hostilities, and engaged in gun battles with one another inside
and near Palestinian hospitals. On Saturday, armed Palestinians from
Islamic Jihad and the Fatah-affiliated Al-Aqsa Martyrs Brigade used a
vehicle with a "TV" insignia to attack an Israeli military position on the
border with Gaza.

In the June 9 incident, four armed Palestinians drove a white jeep bearing
"TV" insignias to a fence on the Gaza-Israel border and fired at Israeli
soldiers. The Israelis returned fire, killing one Palestinian. Spokesmen
for Islamic Jihad and the Al-Aqsa Martyrs Brigade, an offshoot of Fatah,
claimed responsibility for the attack. An Islamic Jihad spokesperson denied
that Palestinians had put press markings on the jeep used in the June 9
attack, and accused the Israeli military of doing so after the fact.
However, photos taken by the Associated Press as the attack was under way
show the letters "TV" written in red on the front of the jeep.

"Using a vehicle with press markings to carry out a military attack is a
serious violation of the laws of war, and it also puts journalists at
risk," said Whitson.

Customary international humanitarian law provides that journalists not
taking direct part in hostilities in armed conflict zones "shall be
considered as civilians." The deliberate abuse of this protected status in
order to breach the confidence of an adversary in an attempt to kill,
injure or capture them, would amount to an act of perfidy, a serious
violation of international humanitarian law.

The Palestinian Journalists Union on Sunday criticized the use by armed
factions of press insignia in a statement: "The use of vehicles that carry
"Press," "TV" or other signs . . . exposes journalists' lives to danger,
gives the Israeli occupation a pretext to target and kill journalists and
restricts their ability to perform their professional and national duties .
. . We demand all parties stop using these methods."

(IPYS/IFEX) - El 5 de junio de 2007, el periodista Antonio Freyre Pizango,
del programa "Buenos Días Requena" de la emisora Radio Jabes, fue agredido
por el camarógrafo del gobierno regional de Loreto, Félix Da Silva, y por
un grupo de simpatizantes del presidente del mismo gobierno, Iván Vásquez,
cuando cubría una protesta organizada en Requena, ciudad al noroeste del
país.

Freyre Pizango fue golpeado cuando intentaba entrevistarse con un grupo de
vendedores del mercado municipal que se negaba a sumarse a la marcha. Según
el periodista, Da Silva hizo el ademán de saludarlo pero lo golpeó en la
cabeza. Luego, los manifestantes lo empujaron al suelo donde lo golpearon.
En el centro de salud local le diagnosticaron la fractura de la muñeca
derecha y hematomas en todo el cuerpo.

Regional government's photographer and demonstrators assault, injure radio
journalist in Loreto

(IPYS/IFEX) - On 5 June 2007, journalist Antonio Freyre Pizango, of Radio
Jabes radio station's programme "Buenos Días Requena", was assaulted by
Loreto's regional government's video camera operator, Félix Da Silva, and a
group of supporters of that same government's president, Iván Vásquez, when
he was covering a protest march organized in Requena, a town in
northeastern Peru.

Freyre Pizango was hit when he tried to interview a group of municipal
market vendors who refused to join the march. According to the journalist,
Da Silva pretended he was about to greet him but instead hit him in the
head. The protesters then pushed him to the ground where they also beat
him. He was diagnosed at the local health center as having a broken wrist
and bruises all over his body.

under amnesty after serving four years for "espionage"

(WiPC/IFEX) - WiPC welcomes the release of leading dissident writer Nguyen
Vu Binh on 10 June 2007, after serving four years of a seven-year prison on
espionage charges for his critical writings. He was among three leading
dissidents to be granted an amnesty by President Nguyen Minh Triet, two
weeks ahead of his planned visit to the United States. Sustained
international pressure from human rights organisations and US and European
diplomats is thought to have contributed to his early release.

According to PEN's information, Nguyen Vu Binh, who is a leading member of
the Democracy Club for Vietnam, was arrested on 25 September 2002 and
sentenced by the Hanoi People's Court to seven years' imprisonment, to be
followed by three years' house arrest, on charges of espionage in a
three-hour trial on 31 December 2003. Following the proceedings, the
official Vietnam news agency reported that he had been convicted of having
"written and exchanged, with various opportunist elements in the country,
information and materials that distorted the party and state policies." He
was also accused of communicating with "reactionary" organisations abroad.
His sentence was upheld on appeal on 5 May 2004. He was held at Ba Sao
forced labour camp, in Nam Hà province, in very poor conditions and denied
adequate medical care or nutrition. There have been serious concerns for
his health, and PEN has campaigned for his release throughout his time in
prison.

The 39-year-old writer was targeted for the online publication of one of
his critical essays, "Some Thoughts on the China-Vietnam Border Agreement".
Nguyen Vu Binh is a former journalist who worked for 10 years for "Tap Chi
Cong" ("Journal of Communism"), the official publication of the Communist
Party of Vietnam. In January 2001, he left his post to form the independent
Liberal Democratic Party, and is known for his critical writings calling
for political reform.

WiPC protests extension of writer and opposition leader Suu Kyi's detention
for fourth consecutive year

(WiPC/IFEX) - WiPC protests the Burmese authorities' decision to extend Daw
Aung San Suu Kyi's house arrest for a fourth consecutive year. PEN calls
for the immediate and unconditional release of Suu Kyi and all others
detained in Myanmar in violation of Article 19 of the United Nations
Universal Declaration of Human Rights.

According to PEN's information, the military authorities announced on 27
May 2007 that Suu Kyi's detention order was being renewed for another year
and that she was to remain under house arrest. Security around her
residence was tightened following the announcement, and a gathering of her
supporters planned for 28 May was violently dispersed by police. Aung San
Suu Kyi was taken into "protective custody" following violent clashes
between her supporters and those of the government on 30 May 2003, and has
since been held under renewable one-year detention orders.

Suu Kyi, daughter of Burma's independence hero General Aung San, became
leader of the National League for Democracy (NLD) in September 1988, and in
1991 led the NLD to a landslide election victory which has never been
recognised by the military government. Prior to this she had lived in the
UK for many years, where she raised two sons with her late husband British
academic Michael Aris, who died in March 1999 of cancer. Suu Kyi has spent
a large part of the past 18 years in detention in Rangoon, much of it in
solitary confinement. She was held under de facto house arrest for six
years from July 1989-July 1995, and again from September 2000 until May
2002, when she was released as part of UN-brokered confidential talks
between the State Peace and Development Council (SPDC) and the NLD, which
began in October 2000. She was awarded the Nobel Peace Prize in October
1991. She is the author of many books, including Freedom From Fear (1991),
Letters from Burma (1997), The Voice of Hope (1997).

International PEN protests the detention of writer and opposition leader
Daw Aung San Suu Kyi, who it considers to be detained in violation of
Article 19 of the United Nations Universal Declaration of Human Rights. We
call upon the State Peace and Development Council (SPDC) to show its
commitment to political dialogue in Myanmar by securing the immediate and
unconditional release of Suu Kyi and all others detained in Myanmar for the
peaceful expression of their views.

RECOMMENDED ACTION:

- calling for her immediate and unconditional release

(RSF/IFEX) - Reporters Without Borders learned on 30 May 2007 that Iraqi
radio and TV presenter Amal Al-Mudarress has emerged from the coma she had
been in since being shot several times in a murder attempt in Baghdad on 29
April, and is expected to recover. After spending several weeks in critical
condition in Yarmouk hospital, where doctors feared internal haemorrhaging,
the family decided to transfer her to a hospital in the Jordanian capital
of Amman, where she underwent an operation. Her doctors say she is now "out
of danger."

(RSF/IFEX) - Reporters sans frontières a appris le 30 mai 2007 qu'Amal
Al-Moudarress, présentatrice populaire de la radio et de la télévision
irakienne, est sortie du coma et qu'elle survivra à ses blessures. La
journaliste a été atteinte de plusieurs balles lors d'une tentative
d'assassinat le 29 avril 2007. Elle a été transportée dans un état grave à
l'hôpital de Yarmouk, où elle a passé plusieurs semaines dans le coma.
Alors que son état empirait et que les médecins redoutaient une hémorragie
interne, sa famille a pris la décision de la transférer à Amman, en
Jordanie, où elle a pu être opérée. Les médecins la déclarent aujourd'hui
"sortie de la zone de danger".
