Government's withdrawal of advertising threatens survival of "Stabroek News"

IAPA protests discrimination in Guyana
MIAMI, Florida (May 25, 2007) - The Inter American Press Association (IAPA) today gave its support to an open call by the news media in Guyana for the government of President Bharrat Jagdeo to reconsider its position and end its discrimination in the placement of official advertising.
Electronic and print media in Guyana and the English-speaking Caribbean on May 24 issued a joint statement in support of press freedom in that country. The document said that since November 1, 2006 the government of Guyana had withdrawn advertisements for some 29 government ministries, agencies and state-owned corporations from the Stabroek News and it called upon the government "to reconsider its position in this matter."
The chairman of the IAPA's Committee on Freedom of the Press and Information, Gonzalo Marroquín, on behalf of the organization, supported the statement and quoted an IAPA resolution declaring that "several governments, institutions and public enterprises in the hemisphere use government advertising as a tool to reward or punish media outlets without considering any technical guidelines or mass effectiveness in the use of public funds."
"These discriminatory practices, often used in reprisal for a news outlet's editorial policies, must be denounced and repudiated," added Marroquín, editor of the Guatemala City, Guatemala, newspaper Prensa Libre.
According to the joint statement, a team of regional media representatives was appointed to seek a solution to the problem and met in February with President Jagdeo on St. Vincent island in the Caribbean.
The group offered to advise on and assist with the setting up of a fair system for the distribution of government advertisements. But by May, the team concluded that the government was not willing to settle the matter and
that the withdrawal of official advertising from the Stabroek News had been unfair and put the commercial viability of the newspaper at risk.

SIP respalda protesta en Guyana por discriminación de publicidad oficial
Miami (25 de mayo de 2007) - La Sociedad Interamericana de Prensa (SIP) expresó hoy su respaldo al llamado público de los medios de comunicación en Guyana que solicitaron al gobierno del presidente Bharrat Jagdeo, reconsiderar y cesar la discriminación en el otorgamiento de la publicidad oficial.
Medios de comunicación electrónicos e impresos en Guyana y el Caribe angloparlante difundieron de manera conjunta el 24 de mayo un pronunciamiento en apoyo a la libertad de prensa en ese país. En el documento se relató que desde el 1 de noviembre de 2006 han dejado de publicarse en el diario Stabroek News los anuncios de unos 29 ministerios, agencias y de corporaciones gubernamentales, por lo que se llamó al
Gobierno de Guyana a "reconsiderar su posición en este asunto".
El presidente de la Comisión de Libertad de Prensa e Información de la SIP, Gonzalo Marroquín, se sumó, en nombre de la institución, al pronunciamiento y citó una resolución de la SIP en la que se consigna que "diversos gobiernos, instituciones y empresas públicas en el hemisferio utilizan la publicidad oficial como un instrumento para premiar o castigar a los medios de comunicación, pasando por alto todo tipo de criterios técnicos y de eficiencia en el uso de los recursos públicos".
Agregó Marroquín, director del diario guatemalteco Prensa Libre, que "esas prácticas discriminatorias, utilizadas en muchas ocasiones en represalia por la línea editorial del medio de comunicación, deben ser denunciadas y repudiadas".
De acuerdo al desplegado, con la intención de buscar una solución al problema fue conformado un equipo de representantes regionales de medios que se reunieron en febrero pasado con el presidente Jagdeo en la isla de St. Vincent.
El grupo ofreció asesorar y asistir al gobierno estableciendo un sistema justo para la distribución de la publicidad del gobierno. Sin embargo, en mayo el equipo de medios denunció que el gobierno no tenía la voluntad política para resolver el problema y consideró que el retiro de la publicidad oficial del periódico Stabroek News era injusto y ponía en riesgo la viabilidad económica del periódico.
